Close to 1,200 BTO flats in Clementi NorthArc completed after pandemic induced delays
The BTO project was originally slated for completion in mid-2022.
SINGAPORE - Close to 1,200 Build-to-Order (BTO) flats in Clementi NorthArc have been completed, said the Housing and Development Board (HDB) on Saturday (29 May).
Construction of the project, originally slated for completion by mid-2022, was delayed by nine to 12 months due to the COVID-19 pandemic.
“HDB worked closely with the contractor to catch up on the delay, and managed to complete all six blocks between December 2022 and March 2023 despite the slope failure which occurred at the western edge of Clementi NorthArc on 2 September 2022,” said HDB.
The BTO project, located in the northern part of Clementi town, is the largest to be built in Clementi to-date.
Launched in February 2017, Clementi NorthArc comprises a total of 1,179 3-, 4-, 5-room and 3Gen flats spread across six residential blocks.

As of 17 May 2023, more than 90 per cent of the flat buyers (1,047 of 1,154 flats booked) have collected the keys and are moving into their new homes. Almost 98 per cent (1,154 out of 1,179 flats) of the flats have been taken up.
Located next to the park connector along Sungei Ulu Pandan, Clementi NorthArc is designed to blend into its naturalistic surroundings, include green spaces at the street level and elevated landscape deck on top of the multi-storey car park.
“These include thematic playgrounds, fitness stations, and sheltered seating areas,” HDB added.
To ensure that flat buyers could move into their new homes as quickly as possible, HDB worked with the contractor to prioritise the construction of flats first, over other precinct areas.
“When completed, residents will enjoy easy access to amenities such as an eating house, a supermarket, shops, as well as a childcare centre. A wide range of shops and amenities is also available at the adjacent Clementi Gateway BTO project as well as at Clementi Mall which is about a 15-minute walk away,” said HDB.
Reconstruction works
HDB said the final phase of reconstruction works includes reconstructing the slope within the Clementi NorthArc development and reinstating the damaged stretch of the Ulu Pandan Park Connector (South Bank) to strengthen the slope’s foundation.
At present, the slope strengthening works are about 50 per cent complete, and are expected to fully complete by July 2023.
Thereafter, works to construct the precinct facilities in that area, as well as reinstate the damaged stretch of Ulu Pandan Park Connector next to the slope, will commence and are estimated to complete by December 2023.
The South Bank of Ulu Pandan Park Connector is on track to be fully re-opened for public use by December 2023.
HDB said that it aims to complete all projects delayed by the pandemic in less than two years.
“HDB will continue to work closely with our construction partners and other Government agencies to complete all projects affected by the pandemic-induced delays as soon as possible, without compromising quality and safety,” it added.
