Plus, Naperville has a top-ranked public library within its expenditure category, according to Library Journal.

2. The Woodlands, Texas
Second on this list is The Woodlands, which is in the Houston metro area. The Woodlands has an A+ rating in public schools, as well as in the jobs category on Niche.
