NEA: Owners of 24,500 older motorcycles have taken incentive up to S$3,500 to phase out vehicles

SINGAPORE – Nearly 90 per cent of some 27,000 eligible motorcycles in Singapore have been de-registered or converted to the Classic Vehicle Scheme (CVS) or Revised Vintage Vehicle Scheme (RVVS) for an incentive of up to S$3,500 per unit.

In a statement on Tuesday (9 May), the National Environment Agency (NEA) said that the owners of about 24,500 motorcycles have taken up this incentive scheme to date. Of these, about 23,500 were de-registered and about 1,000 were converted to the CVS or RVVS.

This action was taken to eliminate older motorcycles as part of Singapore's efforts to reduce vehicular emissions and improve air quality. On 6 April, the in-use emission standards for local motorcycles registered before 1 July 2003 and all foreign-registered motorcycles were tightened.

In 2018, the NEA offered an incentive up to S$3,500 to local motorcycle owners – whose vehicles were registered before 1 July 2003 – to de-register or convert their older motorcycles to the CVS or RVVS by 5 April.

"The remaining 2,500 motorcycles can continue to be used until 30 June 2028 as long as they meet the tightened in-use emissions standards," the NEA said. Motorcycles in the CVS and RVVS are subject to restricted usage of 45 days annually.

The NEA has also tested about 300 motorcycles for Hydrocarbons (HC) and Carbon Monoxide (CO) since enforcement started on 6 April. The NEA said that enforcement actions were taken against 60 errant motorcyclists whose motorcycles did not meet the new standards for HC and/or CO.

"Reducing vehicle exhaust emissions is part of a set of initiatives aimed at improving air quality and safeguarding public health. NEA would like to remind motorcycle owners to have their vehicles serviced to meet the tightened emission standards," the NEA added.
