SINGAPORE — The Housing and Development Board (HDB) has launched 6,753 flats for sale under its latest Build-to-Order (BTO) and Sale of Balance Flats (SBF) exercise.

The 3,485 BTO flats will be located in Kallang Whampoa, Tengah and Woodlands while the 3,268 SBF flats will be built across various towns and estates, HDB said in a media release on Wednesday (22 May).

With effect from this exercise, HDB has cut the balloting time for BTO flats from six weeks to three weeks.

Prices for the BTO start from $86,000 for a two-room flexi flat in Woodlands at the lowest end, and from $562,000 for a four-room flat in Kallang Whampoa at the highest end.

The BTO projects include 583 units in the Kempas Residences project in Kallang Whampoa, 987 units in Garden Vale@Tengah and 1,193 units in Plantation Acres - both in Tengah, and 722 flats in the Champions Green project in Woodlands.

Eligible first-timer families can get $80,000 of housing grants, comprising the additional CPF Housing Grant of up to $40,000 and the Special CPF Housing Grant of up to $40,000.

With effect from this exercise, second-timer families who live in public rental flats can get a Step-Up CPF Housing Grant of $15,000 when they apply for a two-room flexi or three-room flat in the non-mature towns, the HDB said. These families can also choose to buy a two-room or a three-room resale flat in the non-mature towns to get the grant.

Applications can be made on the HDB website from now until 28 May, limited to only one flat type in one town under either the BTO or SBF exercise.

Upcoming launches

HDB will also announce future BTO projects six months in advance, compared with three months previously.

In August, HDB will offer about 3,300 flats in Punggol and Tampines, and launch a Re-Offer of Balance Flats (ROF) exercise.

In November, HDB will offer about 4,500 flats in Ang Mo Kio, Tampines and Tengah and launch an SBF exercise. The flats in two Tengah projects will have a waiting time of about two to three years, compared with the typical three to four years.

In addition, from June onwards, buyers can choose to book unselected ROF units from an open pool at any time of the year. HDB will announce more details at a later date.
