HDB Build-To-Order (BTO) Flats in Singapore

Build-to-Order (BTO) is one of the modes of sale of new HDB flats in Singapore. An HDB BTO sales launch happens every three months and typically offers a range of HDB flat types across a few estates.

This system offers the applicant flexibility in location and timing when applying for their new flat. Construction will only begin if the demand for the number of apartments in a specific contract exceeds 70%.

A waiting period of about 3.5 years is usually required since flats are built upon order.

HDB BTO Dec 2023 Launch

The upcoming HDB BTO Dec 2023 launch (previously HDB BTO Nov 2023 launch) will mark the final BTO sales exercise of 2023. About 6,010 BTO flats will be launched across Bedok, Bishan, Bukit Merah, Bukit Panjang, Queenstown, Jurong West, and Woodlands (across two sites).

According to the Ministry of National Development (NMD) and HDB, this brings the total of BTO flats launched across 2023 to about 23,000. Since the August 2022 BTO sales exercise, they have also set aside at least 95% of 4-room and bigger BTO flats for eligible first-timer families.

Separately, HDB also announced that they are taking the necessary steps to improve the construction workflow of BTO flats, thereby alleviating COVID-19 delays while ensuring the safety and well-being of workers.

BTO Launch Months

Every year, HDB releases new BTO flats in February, May, August, and November.

However, in July 2023, HDB announced the August 2023 BTO launch would be delayed to end-September/early October 2023 and the HDB BTO Nov 2023 launch would be delayed to December 2023. In the same announcement, they also delayed the May 2023 BTO and Sale of Balance Flats (SBF) ballot results from July 2023 to August 2023.

2020 was another exception when the May 2020 BTO projects were postponed and eventually combined with the August 2020 BTO launch.

BTO Locations

The specific BTO locations vary depending on the launch, but there are typically four to five estates each time. For example, the November 2022 BTO saw projects in five estates, while the February 2023 BTO flats were located across four estates.

The upcoming December BTO 2023 (originally BTO Nov 2023) will see flats launched across seven HDB estates.

Prime Location Public Housing (PLH) Model

On 27 October 2021, HDB introduced the Prime Location Public Housing (PLH) model. The goal of the PLH model is to keep BTO flats launched in prime, central locations such as the city centre and surrounding areas (e.g. the Greater Southern Waterfront) affordable and inclusive for families.

As such, PLH flats are subject to a subsidy clawback, and a 10-year Minimum Occupation Period (MOP), among other rules.

During the November 2021 BTO launch, River Peaks I & II in Rochor were the first BTO flats released under the PLH model. The latest PLH projects were the Verandah @ Kallang and Queenstown Tanglin Halt Cascadia HDB BTO Oct 2023 projects.

That said, BTO flats launched under the PLH model will soon have a different name: Prime flats. This is in line with the National Day Rally 2023 property announcements, which include a re-classification of BTO flats and expansion of rental and resale restrictions imposed on their respective homeowners.

In August 2023, Deputy Prime Minister and Minister of Finance Lawrence Wong announced a slew of HDB announcements in his NDR 2023 speech. These changes will take place effective H2 2024.

As HDB estates continue to evolve and redevelop, BTO flats will no longer be launched in ‘mature’ or ‘non-mature’ estates. They will instead take on new classifications based on their proximity to MRT stations and the city centre.

2. Singles Have More Access to BTO Flats

Singles can apply for 2-room Flexi flats under Standard, Plus, and Prime categories, regardless of location

Resale flats for singles

Singles can purchase any size of Standard and Plus flats (with the exception of 3Gen flats), only 2-room Flexi Prime HDB flats

While the 35-year age requirement and size of HDB and resale flats singles can buy remain the same, they will now be able to buy 2-room Flexi Prime flats that are near the city centre.

BTO Flat Types

The projects in the different estates may offer different flat types. For example, if you have a larger family and are looking for a more spacious 5-room BTO flat, not all of the projects may offer it. Likewise, if you want a smaller, more affordable 3-room BTO flat, some of the mature estates may not have it in the unit mix. The most common, but also most popular, flat type is the 4-room BTO flat.

HDB Ethnic Integration Policy (EIP)

HDB implements a policy known as the Ethnic Integration Policy (EIP) to ensure a good mix of households from different ethnic groups. The quota is revised on the first of every month but may be generalised to the following approximate percentages: 85% Chinese, 22% Malay, and 13% Indian and Other Households.

The Bedok HDB BTO December 2023 flats should be within easy walking distance of Bedok North MRT station, however, the exact walking time will depend on the development of walking paths to and across Bedok North Road. For those who drive, the Bedok BTO Dec 2023 site is located next to an entrance of the Pan Island Expressway (PIE).

Due to their location in a popular mature estate full of well-loved amenities, as well as their proximity to elite schools, the Bishan BTO Dec 2023 BTO flats are likely to enjoy high demand.

The site is located a relatively short distance from Raffles Institution (secondary school and Junior College), as well as other choice schools such as Catholic High School and SAP schools like Ai Tong School. It is also near the MOE Language Centre.

The Bishan BTO Dec 2023 project is also located an easy bus ride away from the Bishan Town Centre, with amenities such as Junction 8 and Bishan Public Library.

The BTO site also occupies an enviable location on the city fringe. Redhill MRT station is located about a 14-minute walk away, while Tiong Bahru MRT station is about a 15-minute walk away. Both stations connect directly to the Central Business District (CBD) via four and three MRT stops, respectively.

First of all, the Queenstown HDB BTO Dec 2023 project is located right next door to Dover MRT station, meaning residents can practically step out of their homes into the station. Dover MRT station connects directly to Raffles Place MRT station in the CBD, with no line changes needed, in just 17 minutes.

The Queenstown Dec 2023 BTO project is in a popular mature estate with sought-after amenities such as Holland Village and popular food hotspots like Ghim Moh Market also make it highly attractive from a lifestyle point of view.

The main drawbacks are the likely higher prices compared to other HDB BTO Dec 2023 projects and the likelihood of the Queenstown December 2023 BTO project being under the PLH model. With only 3-room and 4-room BTO flats available, bigger households might have to look elsewhere.

Of all the non-mature estates in the December 2023 BTO launch, the Jurong West HDB BTO Dec 2023 site is likely to see the most interest. It is one of the more established non-mature estates in Singapore and enjoys a wealth of established amenities, including the shopping district in Jurong East with its popular malls. It also looks set to benefit from the rejuvenation of the nearby Jurong Lake area.

Located about a 20-minute walk from Corporation MRT station along the JRL, expected to open in 2027, the Jurong West HDB BTO December 2023 flats’ connectivity is just average since the walk is a bit longer than what many are comfortable with.

On the bright side, the Jurong West Dec 2023 BTO flats will be located very near the new Jurong Innovation District, making it ideal for those who work in related industries. Nature lovers can also benefit from the Jurong Park Connector, which begins metres away along the canal and leads to Jurong Lake Gardens.

Both Woodlands HDB BTO December 2023 sites are located very near Woodlands MRT station, which is just about a 5-minute walk away depending on the block and unit. Woodlands MRT station connects directly to Raffles Place MRT station in about 40 minutes, making the commute quite simple despite the distance from the city centre.

Being located in the heart of Woodlands Central has many advantages. Causeway Point is just a few minutes away, as is Woodlands Regional Library at the Woodlands Civic Centre. Access to Johor Bahru is also extremely easy as there is a bus from Causeway Point to the checkpoint not far away.

Overall, the Woodlands HDB BTO Dec 2023 sites actually enjoy a very attractive location despite the reputation of Woodlands as being far from the city centre. As the Woodlands Dec 2023 BTO flats are likely to be reasonably priced, they can be a diamond in the rough for budget-conscious buyers.

HDB BTO Application And Selection

BTO Flat Types

The BTO flat types offered are typically 2-room Flexi, 3-, 4-, 5-room flats, and 3Gen flats.

HDB BTO Priority Schemes

A potential buyer can apply for their preferred flat and estate. Balloting will be conducted to determine the outcome of the application.

On 24 February 2023, Deputy Prime Minister and Finance Minister Lawrence Wong announced in the Budget 2023 statement that eligible first-timer families with kids and couples under 40 years old will get one additional BTO ballot when applying for BTO flats in BTO sales launches. These changes have been implemented since the HDB BTO Oct 2023 launch.

First-timer applicants also enjoy other forms of higher priority for new flats. The flat supply set aside for the different household types are:

1. First-timer Families Under the Family and Parenthood Priority Scheme (FPPS)

Since the HDB BTO Oct 2023 launch onwards, the Parenthood Priority Scheme (PPS) has been renamed the Family and Parenthood Priority Scheme (FPPS). This scheme prioritises a new subset of first-timer applicants, First-timer (Parents & Married Couples), or FT(PMC), allocating up to 40% of BTO flats to them in each BTO launch.

2. First-timer Families Under the Multi-Generation Priority Scheme (MGPS)

How to Apply for a BTO Flat

1. Select the Location

Select from location sites announced in the BTO sales launch.

2. Apply for the HFE Letter

With effect from 9 May 2023, the new HDB Flat Eligibility (HFE) letter replaced the old HDB Loan Eligibility (HLE) letter. What the HFE letter does is inform you of your HDB flat eligibility, CPF Housing Grant eligibility, HDB loan eligibility, and the amounts you qualify for and can loan.

If you’re not financing your BTO flat with an HDB loan, this is where you should apply for an In-Principal Approval (IPA) from participating Financial Institutions (FIs) through the HDB Flat Portal.

For those applying for the September BTO 2023 launch onwards, you will need a valid HFE letter.

You can submit your particulars for the preliminary HFE check to obtain your HFE letter via the HDB Flat Portal.

3. Submit the BTO Application

Submit an online application with HDB during the one-week application period.

4. Receive Results

Applicants’ queue positions to book flats are determined by balloting. Applicants may check for updates on their status. Successful applicants will be invited to book a BTO flat.

5. Book a BTO Flat

Check the flats’ availability before attending the appointment with HDB. Applicants will also need to bring along the required documents.

A Letter of Offer must be submitted if the applicant is obtaining a housing loan from a bank or FI. You need the Letter of Offer (LO) to confirm your housing loan.

6. Sign the Lease Agreement

Sign the Agreement for Lease. You will be invited to do so within nine months from when you have booked your BTO flat. You will also have to pay the down payment when you sign the Agreement for Lease. If you are eligible, you may opt for the Staggered Downpayment Scheme.

7. Collect the Keys

Flat keys can be collected in about 3.5 years after construction is completed.

Balloting Process

Note: Starting from September 2023, first-time BTO applicants who receive a BTO ballot but do not select a flat will be considered second-timers for one year. If they do not select a flat on their second BTO application, they will be unable to apply for a BTO flat for one year.

Each potential buyer may apply for BTO but balloting chances may vary.

In non-mature estates, a first-timer family/couple will get additional chances if the first two applications are unsuccessful.

BTO Eligibility

BTO Eligibility Criteria

New HDB flats are subsidised and meant for Singapore Citizens. Potential buyers and any other applicants and essential occupiers need to meet several eligibility conditions before applying for a flat.

CPF Housing Grants

CPF Housing Grants are government housing subsidies for eligible Singapore Citizens. They are credited to an applicant’s CPF OA. Applicants can use them for a flat’s initial payment to reduce the housing loan amount.

Applicants can apply for the Enhanced CPF Housing Grant (EHG). In September 2019, it was announced that the EHG would replace the Additional CPF Housing Grant (AHG) and Special CPF Housing Grant (SHG).

The EHG will be available to those buying a new HDB flat or a resale flat. Additionally, there are no restrictions on the flat type and location. The average gross monthly household income ceiling for the EHG is $9,000 for first-timer households. Other conditions include that the remaining lease of the flat must be more than 20 years. Taking an HDB Loan

HDB provides housing loans at a concessionary interest rate to eligible flat buyers. You will be informed of your eligibility to take an HDB-granted loan when you submit your personal particulars during the preliminary HFE check. At this step, you will also be informed of how much you can loan. After completing the preliminary HFE check, you can go on to submit your HFE letter application.

Eligibility Conditions

Applicant and essential occupiers must meet the following criteria:

  • At least one buyer is a Singapore Citizen

  • Monthly household income does not exceed $14,000 (or $21,000 for extended families)

  • Have not taken more than two HDB loans previously

  • Must not own any private residence (in Singapore or overseas)

  • Must not have disposed of private residential property within 30 months before the loan application

Contra Payment Facility For New Flats

Buyers who are selling their current flat can choose to apply for the Contra Payment Facility. Applicants are granted an additional loan on top of their housing loan after all their available CPF balance is used for the flat purchase.

The loan is redeemed with the net sale proceeds of the applicant’s current flat.

The interest charged is based on prevailing HDB loan interest rates.

Taking a Bank Loan

Applicants can choose to finance their flat with a housing loan from a bank regulated by the Monetary Authority of Singapore (MAS). Those who are not eligible for an HDB housing loan can also opt for a bank loan.
