Russia is ready to set up a dialogue with the new U.S. Biden administration in which differences are expected to be aired, a Kremlin spokesman said on Sunday, adding that President Vladimir Putin would respond in kind to U.S. willingness to talk. Relations between Moscow and Washington have been at their lowest since the end of the Cold War, with the two sides at odds over Russia's role in Ukraine and allegations of its meddling in U.S. elections, which it denies, among other issues. The United States on Saturday also called on Russian authorities to release protesters and journalists detained at demonstrations supporting detained Kremlin critic Alexei Navalny, and condemned what it called "harsh tactics" used against them.
Frank Lampard knows nothing less than a win will do today as Luton stand in between Chelsea and a place in the FA Cup fifth round. Five defeats in eight games have left Lampard under serious pressure, though Chelsea owner Roman Abramovich has given the manager the benefit of the doubt - for now, at least. Luton sit 13th in the Championship - eight points off the relegation zone, and nine off the playoffs - so this is something of a free hit for Nathan Jones’ Hatters.
President Joe Biden is confronting the political risk that comes with grand ambition. As one of his first acts, Biden offered a sweeping immigration overhaul last week that would provide a path to U.S. citizenship for the estimated 11 million people who are in the United States illegally. It would also codify provisions wiping out some of President Donald Trump's signature hard-line policies, including trying to end existing, protected legal status for many immigrants brought to the U.S. as children and crackdowns on asylum rules.

Speaking at his noon blessing, Francis told the story of Edwin, a 46-year-old Nigerian who died of exposure near St. Peter's Square on Wednesday. The Sant' Egidio charity group said Edwin was at least the fourth homeless person to die of the cold in the city this year and the 10th since November.
Taiwan will more than double the number of people who have to quarantine at home to more than 5,000 as it seeks to contain a rare domestic cluster of COVID-19 connected to a hospital, the health minister said on Sunday. While Taiwan has kept the pandemic well under control thanks to early and effective prevention, with the large majority of its 890 infections imported cases, it has since Jan. 12 been dealing with a small number of domestic transmissions at a hospital. Health Minister Chen Shih-chung told reporters that they will expand the number of people who have to quarantine at home for 14 days who may have had contact with the infected patients from the hospital cluster.

The expansion of Canada's government-owned Trans Mountain pipeline assumes greater importance for the oil sector after the cancellation of rival Keystone XL reduced future options to carry crude, potential buyers say. Trans Mountain Corp, a government corporation, is spending C$12.6 billion ($9.9 billion) to nearly triple capacity to 890,000 barrels per day (bpd), a 14% increase from current total Canadian capacity. Prime Minister Justin Trudeau's government bought the 68-year-old pipeline in 2018 when previous owner Kinder Morgan faced legal hurdles to expand the 1,150-kilometre (715-mile) line running from Alberta to the British Columbia coast.
Four Philippine private universities rejected accusations on Sunday by the authorities that they serve as recruitment grounds of Maoist rebels, days after students protested against security force patrols at some university campuses. President Rodrigo Duterte's government has stepped up efforts to end a Maoist-led rebellion, one of the world's longest insurgencies that has killed more than 40,000 people. Last week, Philippine students and activists protested against a government decision to allow security forces to patrol the campuses of the country's biggest university, the University of the Philippines (UP), which authorities also accused of being a breeding ground for communist rebels.
