HDB BTO February 2023 Tengah Review: Affordable Flats in New Housing Estate
Located to the west of Bukit Batok, Tengah is an up-and-coming area that is being built from the ground up, which explains the frequency of BTO launches in the area of late. It might be accurate to say Tengah is basically the ‘new’ Punggol.
In the February 2023 BTO exercise, there will be yet another launch in Tengah, featuring about 1,640 2-room Flexi, 3-room, 4-room and 5-room flats. The ample supply and the fact that Tengah is still under development means these flats are likely to be easy to ballot for and affordable.

The upcoming Tengah BTO site is located on Tengah Boulevard, Brickland Crescent and Brickland Rise in the currently under-construction Tengah neighbourhood. A Jurong Region Line (JRL) MRT station, Choa Chu Kang West (expected to open in 2027), will be located within walking distance.
Despite the availability of an MRT station within walking distance, Tengah’s location is still quite far away from the city centre, making it more convenient for those who can work from home or whose work places are in the west.
The government has big plans to turn Tengah into a sustainable housing estate with Singapore’s first car-free town centre. However, it is going to take time for the neighbourhood to grow and develop, hence residents should steel themselves for years of construction and a lack of long-standing amenities.
The Tengah February 2023 BTO site is located in the southeast of Tengah. This is actually a good location within Tengah as it is relatively near more established neighbourhoods Bukit Batok to the east and Jurong East to the south. This could be pivotal for future residents in the early years as they wait for amenities in the area to establish themselves.

With about 1,640 units up for grabs, it should be fairly easy to successfully ballot for a flat in Tengah in the February 2023 BTO exercise, especially as there were Tengah launches in two prior BTO exercises in 2022.
There are no resale statistics for Tengah as it is a new non-mature estate still undergoing development. However, new flats in Tengah are a bargain, hence it is likely they will enable owners to earn a tidy profit if they sell them soon after they fulfil their Minimum Occupation Period (MOP).

We have gone with starting price estimates based on previous BTO launches, but the actual price will vary based on the indicative pricing and the unit you are allocated. All prices indicated above exclude CPF housing grants.
