Nov 17 (Reuters) - U.S. pharmaceuticals company Eli Lilly said on Friday it would build its first production plant in Germany for 2.3 billion euros ($2.5 billion) in the western town of Alzey, amid a scramble by the drug industry to boost output of new diabetes and obesity therapies.
